The ATA Carnet system is currently implemented in over 81 countries, plus their customs territories. ATA Carnets are issued at the national level by the country’s National Guaranteeing Association (NGA). Each NGA is a member of the World Chambers Federation (WCF) and the World ATA Carnet Council, both divisions of the International Chamber of Commerce (ICC). WCF and the World Customs Organization (WCO) manage the Carnet system worldwide.
