U.S. VIRGIN ISLANDS (USVI)

An ATA Carnet, whether U.S or foreign, will NOT be accepted as a means of temporary importation.

As of this writing, USCIB understands the following to be the procedures for importing goods into the U.S. Virgin islands (St. Thomas, St. Croix, and St. John).

Requirements:

  1. Business license.  Such license must be obtained from St. Thomas as it is the first port of entry into the territory.  This license covers goods whether intended for sale or show.  For further information, contact 340-774-3130.
  2. Customs Bond, either continuous or single entry depending on need or frequency of visit.  Standard wording for a U.S. customs bond is NOT sufficient.  Be sure that your bond contains the specific USVI rider, otherwise it will be declined.  Islands.
  3. Commercial Invoice.

Transit between Ukraine and Russia

The following offices are authorized to process Carnets:

  • Dolzhanskyy (UA) – Novo-Shakhtinsk (RU)
  • Krasna Talivka (UA) – Voloshino (RU)
  • Hoptivka (UA) – Nekhoteyevka (RU)
  • Bachivsk (UA) – Troebortneye (RU)

Their Customs require obligatory documents to be presented with Carnets at the
time of customs clearance. This rule is applicable to all intended use.

Documents require for customs clearance are:

  • ATA Carnet
  • Contract between foreign and Ukrainian counterparts mentioning the place,
    date, and conditions under which the following presentation of samples will take place (or Invitation Letter);
  • CMR (or other transportation document

Without these documents, ATA Carnet will  not be accepted for customs clearance.
When a Holder doesn’t present these documents, Ukraine customs may ask the Holder to leave the goods at customs.

Please note Carnets will no longer be guaranteed for entry into Crimea.

Special Considerations

The Chinese NGA China Council for the Promotion of International Trade (CCPIT)/China Chamber of International Commerce (CCOIC) has prepared a guide on how to use ATA Carnets for goods for the Beijing 2022 Winter Olympic Games. The information has been verified by the Organizing Committee and China Customs and the NGA would now like to share this document with the NGA network. In case of any inquires and advice, CCPIT/CCOIC will collect them and revert to the Committee and Customs.

As of January 9, 2019, Carnets entering China are no longer restricted to six months. The final date of re-exportation will be the same as the expiry date of the Carnet.

All vehicles traveling to China on an ATA Carnet requires a minimum of 100% Security deposit.

  • For Cargo Shipments, Customs Brokers in China must contact the Carnet Guaranteeing Association, CCPIT/CCOIC, for electronic data registration before making import declaration to Chinese Customs.
  • For all hand carried goods, after presenting Carnets for customs validation at the airport, the holder/representative must visit a CCPIT/CCOIC office to complete the data registration process within three days of entry.

Australia to Host ICC WCF 10th World Chambers Congress

Following a competitive bidding and selection process, Sydney Business Chamber and New South Wales Business Chamber will host the International Chamber of Commerce World Chambers Federation (WCF) 10th World Chambers Congress, which will be returning to the Asia-Pacific region in 2017. WCF is a specialized division of ICC encompassing chambers of commerce from every region of the world.

Under the theme “Sydney: Where Business Connects,” the Australian chambers’ bid presented not only a vibrant city but also a global hub for business opportunities and a new convention centre that will host the future Congress. From exciting outdoor programs to intriguing session proposals, the Australian team successfully highlighted the chambers’ strengths and determination to bring the Congress forward.
