Special Considerations

Korean customs typically restricts the entry of goods to six months. Check #2, “Final Date” on the importation counterfoil to determine the date by which the goods must be re-exported.  If more time is needed, the Carnet Holder should request such of Korean Customs before the expiry of the final date of re-exportation.

Ceuta and Melilla: Since the end of 2013 ATA Carnets are being accepted by local authorities in Ceuta and Melilla though there is no official communication of such acceptance from the local authorities of these two autonomous cities.

Both are autonomous territories located in North Africa. To visit these cities, holders will either go through Málaga or Cádiz by sea or Madrid or Málaga by plane. Ceuta and Melilla belong to the EU but are not a part of the Customs Union territory. Ceuta and Melilla have their own taxes named IPSI. The rate is from a minimum of 0.5% to a maximum of 10% of value declared.

Using ATA Carnets for Ceuta and Melilla: To travel between EU, including Spain, to and from Ceuta and Melilla, two sets of white counterfoil/vouchers must be issued, one set for entry into Ceuta or Melilla and one set for entry back to Spain or other EU countries. If the holder plans to visit both Ceuta and Melilla, two sets will be issued one for each city.

ATA Carnet claims for Ceuta and Melilla will be handed by the Spanish GA, Cámara de Comercio de España.

Special Considerations

At the time of entry into Switzerland to attend an event under EF, the customs official will usually validate a transit counterfoil or voucher (blue) to move the goods from the place of entry (airport or border crossing point) to the location of the fair. Upon entry to the event, a customs inspector to complete the transit will validate a second transit.  At the same time, an importation certificate (white) will be validated to cover the goods while at the event.  Upon departure the reverse will occur.  Re-exportation set (white) will be validated and a transit set will be validated to cover the goods while “in transit” from the event to the airport or border crossing point.  At departure the second transit must be validated. Failure to have the 2nd transit validated will likely result in a regularization fee.  These rules only apply to Carnets entering as EF (Exhibitions and Fairs).

To successfully enter Mexico with your Carnet, please be prepared with the following:

  1. Translation in Spanish of the general list.
  2. Carnets entering Mexico must be registered before arrival. Submit the registration form here.
  3. For instructions on completing this form please Click Here.
  4. MX customs approval may take 2-3 days.
  5. MX customs will allow Carnets to remain in Mexico for six months.
  6. Goods must depart Mexico by the Final Date of Re-exportation on the importation counterfoil.

Once the ATA Carnet has been validated into one EU country no additional customs clearance is required when traveling between EU member countries.  The Carnet and the goods can be imported into one EU country and then re-exported out of another country without any problem.
