Advisory: German customs typically grant the validity period of a Carnet for live animal(s) based on the duration of a health certificate.  If the duration of a health certificate is three months, the German customs will restrict the entry of the live animal(s) to three months. Check #2, “Final Date” on the importation counterfoil to determine the date by which the live animal(s) must be re-exported.

    1. The goods vehicle movement service (GVMS) – any hauliers crossing into or out of the UK, via any port, will need to register for the service to get their goods through customs. ATA Carnet number should be entered in the “Declaration Reference” field for the GVMS declaration. GMR Reference is also required for personal or company vehicles transporting Carnet goods in both directions, i.e. exiting UK and returning to UK. For freighted goods, GMR will be obtained by the freight forwarder. For holders driving the goods in personal or company vehicles, if they don’t have their own HMRC accounts to obtain GRM, they can contact LCCI to obtain the GMR reference for their shipment using the following link: please click here to submit a GMR requestThey can also contact other Customs Agents in the market.
    2. Harwich Port – as of 01/01/2022, hauliers passing via the freight terminal will need to lodge a Customs Clearance Request before arriving at the port. Form C21 will allow hauliers that do not have access to the UK Customs System to lodge a request (note that shipments via Calais and Dunkerque do NOT need to lodge this request).

ATA Carnets are to be used only in Commercial Lanes.  Rainbow Bridge is for Passenger Traffic only.  ATA Carnet holders entering the U.S must use the Peace Bridge or Lewiston crossings.  ATA Carnets will be stamped there; both entries are for commercial traffic.

Unmanned Aircraft Systems(UAS) or “Drones”
U.S. Customs has no restrictions on the importation of an UAS but the Federal Aviation Administration does have requirements which must be met at the time of importation with the ATA Carnet.

Ceuta and Melilla: Since the end of 2013 ATA Carnets are being accepted by local authorities in Ceuta and Melilla though there is no official communication of such acceptance from the local authorities of these two autonomous cities.

Both are autonomous territories located in North Africa. To visit these cities, holders will either go through Málaga or Cádiz by sea or Madrid or Málaga by plane. Ceuta and Melilla belong to the EU but are not a part of the Customs Union territory. Ceuta and Melilla have their own taxes named IPSI. The rate is from a minimum of 0.5% to a maximum of 10% of value declared.

Using ATA Carnets for Ceuta and Melilla: To travel between EU, including Spain, to and from Ceuta and Melilla, two sets of white counterfoil/vouchers must be issued, one set for entry into Ceuta or Melilla and one set for entry back to Spain or other EU countries. If the holder plans to visit both Ceuta and Melilla, two sets will be issued one for each city.

ATA Carnet claims for Ceuta and Melilla will be handed by the Spanish GA, Cámara de Comercio de España.
