Digital ATA Carnet Launches in Europe

ATA Carnets streamline border crossings for goods, enabling businesses to explore new market opportunities for their products

New York, NY, June 1, 2026—The United States Council for International Business (USCIB) is excited to support today’s global transition to a new digital ATA Carnet (“eATA Carnet) in the European Union, Norway, Switzerland, and the United Kingdom.

The ATA Carnet is an international customs document that allows duty-free and tax-free temporary imports and exports of goods for up to one year and was only available in paper-form until today. The new eATA Carnet will digitalize ATA Carnets and their full lifecycle management process, including issuance, declarations, transactions, and claims.

Originally developed by the International Chamber of Commerce (ICC) in 2016 and advanced through a pilot program supported by the World Customs Organization, the initiative has evolved into a comprehensive digital ATA Carnet system featuring tools for key stakeholders, including a mobile app and desktop tool that allows Carnet holders to carry and declare digital ATA Carnets and a Customs Portal that enables customs authorities to verify Carnets and approve transactions electronically.

USCIB is currently working with US Customs and Border Protection (CBP) to ensure that the United States will be prepared to transition to the eATA in the months ahead. In the meantime, ATA Carnet holders in the US can still use paper carnets to travel to digital countries.
