Jason File is Director of Legal Affairs at the US Council for International Business (USCIB) in New York, where he advances the global interests of USCIB members in the international dispute resolution arena. He leads the US national committee for international arbitration at the International Chamber of Commerce (ICC), the US delegation to the ICC Commission on Arbitration and ADR, and the USCIB delegations to UNCITRAL Working Group III and the World Intellectual Property Organization (WIPO).

Jason has worked as a trial attorney in public and private international law since 2005. After serving as a law clerk for the Hon. Denise Cote of the US District Court for the Southern District of New York, he began his international law career at WilmerHale in London, where he appeared in international commercial and investor-state arbitrations related to post-M&A disputes, LNG repricing, trade secrets, and expropriation of intellectual property in industries including telecommunications, computer technology, and energy. Jason subsequently served as a war crimes prosecutor at the UN International Criminal Tribunal for the former Yugoslavia in The Hague.

More recently, Jason acted as counsel in international commercial arbitrations and investor-state arbitrations at Cooley in New York, where he represented technology, life sciences, and natural resource companies in disputes related to mining and minerals, seafloor resource exploration, digital advertising, cryptocurrency, pharmaceutical manufacturing, LiDAR technology, chemicals, IT monitoring and analytics, and technology company founders’ disputes. Jason has also regularly appeared in U.S. courts on matters involving the Federal Arbitration Act and the New York Convention.

Jason has taught graduate-level courses in international law at the École Supérieure de Commerce de Paris (ESCP Europe) and has spoken at conferences around the world. A licensed attorney in New York, the District of Columbia, and England & Wales, Jason is a graduate of Yale University (B.A.), the University of Oxford (M.Phil.) and Yale Law School (J.D.). He speaks English and French.
