Update on the Global Transition to eATA (Digital Carnets)

The global transition to eATA (digital ATA Carnets) officially commenced on June 1, 2026, with the first wave of 30 countries going live, including all European Union member states, Norway, Switzerland, and the United Kingdom.

Under the global transition framework, ATA Carnet holders traveling to participating digital countries are expected to present a digital Carnet, regardless of whether their Carnet was issued by a country that has not yet implemented eATA.

Recognizing that some issuing countries may still have technical and/or operational issues, customs authorities in participating digital countries have agreed to exercise flexibility for travelers from non-digital countries who are unable to obtain a digital Carnet.

USCIB is currently working with its Service Providers, Boomerang Carnets and Roanoke Insurance Group, to finalize the last round of necessary system enhancements to support the issuance of digital Carnets in the United States.

In the interim, US ATA Carnet holders traveling to participating digital countries should continue to travel with their paper Carnet. If questioned by customs authorities regarding the absence of a digital Carnet, holders should explain that digital ATA Carnets are not yet available in the United States as USCIB and its Service Providers complete the final technical requirements necessary for implementation.

USCIB will provide additional updates as the US launch date for eATA is confirmed.
