The Second Session of the UN Ad Hoc Intergovernmental Committee was held at the UN Headquarters in New York from July 29 to August 16. The session discussed the draft versions of the Terms of Reference document (ToR) for a United Nations Framework Convention on International Tax Cooperation (FC).
USCIB’s Senior Vice President for International Tax Counsel Rick Minor served as an observer for USCIB and engaged with colleagues and delegates.
Discussion topics included: a number of key procedural issues, the extent to which this group wants to prescribe substantive guidance for the next negotiating committee, such as the priority of protocol topics, the consideration of similar work in other international rulemaking fora, such as the OECD, and the level of commitment to be provided in the ToR for consensus in decision making under the FC.
“It was an invaluable opportunity to be in the room as an observer for USCIB during the Second Session of the United Nations ad hoc intergovernmental committee,” Minor said. “This is only the end of the beginning of the work on the UN Framework Convention. We look forward to continued engagement on behalf of the business sector.”
