USCIB Resumes Issuance of ATA Carnets in the United States

ATA Carnets allow duty-free and tax-free temporary imports and exports of goods

New York, NY, October 1, 2026 — The United States Council for International Business (USCIB) is now issuing ATA Carnets in the United States. The ATA Carnet is an international customs document that allows duty-free and tax-free temporary imports and exports of goods for up to one year and is used by more than 80 countries and customs territories for transporting professional equipment, commercial samples, and goods for exhibitions. Businesses can now apply for an ATA Carnet directly on USCIB’s website.

The ATA Carnet helps US businesses of all sizes (in particular, micro, small, and medium-sized businesses) explore new markets, promote their goods and services, and attend trade shows and conferences.

“The ATA Carnet works as a passport for goods, enabling businesses to explore new market opportunities for their products,” said Declan Daly, Chief Operating and Financial Officer at USCIB. ” We are proud to support US businesses nationwide by providing access to this easy to use and cost-effective trade tool, helping them unlock new opportunities and expand their operations around the world.”

As the sole national guaranteeing association and issuing association for ATA Carnets in the United States since 1969, USCIB has decades of experience managing the ATA Carnet system in partnership with US Customs and Border Protection (CBP). Working through its service providers authorized by USCIB to issue ATA Carnets, USCIB helps businesses and organizations across the United States obtain ATA Carnets, which simplifies the temporary export of goods and supports international trade and business growth.

Importantly, this initiative complements the services provided by our long-standing Authorized Service Providers: Roanoke Insurance Group and Boomerang Carnets. Both organizations play an important role in the ATA Carnet ecosystem, and USCIB remains committed to supporting their continued success. By offering an additional issuance channel, we are providing US exporters with additional options for obtaining ATA Carnets, while maintaining a strong nationwide network of service and support.

The international ATA Carnet system is currently transitioning to a new digital ATA Carnet (eATA) environment that began June 2026 in the European Union, Norway, Switzerland, and the United Kingdom. USCIB is currently working with the US Customs and Border Protection (CBP) to ensure that the United States will be prepared to transition to the eATA in the months ahead.

As the US National Guaranteeing Association and Issuing Association, USCIB is responsible for oversight of the ATA Carnet program in the United States and for supporting the continued modernization of the program to meet evolving international requirements.
